CenterPoint Energy's ENERGY STAR Homes Program requires close coordination
among several participating organizations. These organizations include
the home builders, home energy rating system (HERS) raters, and CenterPoint
Energy. The roles of each of these participants are described below:
- Residential New Home Builders: The builders' primary responsibilities
are to design, build, and market homes that comply with ENERGY STAR
requirements. The builders receive an incentive for each ENERGY STAR
qualified home they build within the CenterPoint Energy service territory.

- HERS Raters: The raters are contracted by the Builders to certify
that each new home qualifies as ENERGY STAR. Raters provide modeling,
inspection, testing, and verification services.
- CenterPoint Energy: CenterPoint Energy administers the Houston
area ENERGY STAR Homes Program in accordance with PUC rules.
ENERGY STAR for Homes is a government program administered
by the Department of Energy (DOE) and the Environmental Protection Agency
(EPA). CenterPoint Energy does not warrant construction, rating, or inspection
of any ENERGY STAR home.
Funding provided by the regulated electric utility
for this program is approved by the Public Utility Commission of Texas
in support of statewide energy efficiency efforts.
