This site contains information about the CenterPoint Energy Commercial and Industrial Standard Offer Program. To register as a Project Sponsor, go to www.traksmart.com/centerpoint.

CenterPoint Energy will begin accepting applications for the 2004 Commercial and Industrial Standard Offer Program on November 11, 2003. The incentive budget for the 2004 program is $4,400,000.

Program highlights:

 
General Rules and Eligibility Requirements
- Available to all C&I customers with peak demand of at least 100 kW at a single site or a combined peak demand of at least 250 kW at multiple sites
- Retrofit and new construction projects
- Incentives paid to Project Sponsors for verified demand and energy savings
- Project Sponsors may be any company, contractor, or customer who installs energy efficiency projects
- Project Sponsor may receive no more than 20% of the annual incentive budget
- Minimum summer peak demand reduction of 20 kW
- Similar sites with similar measures can be combined as one project
- Measures must reduce demand and energy usage during peak period, defined as May 1 to September 30 between 1 P.M. and 7 P.M.
- Savings must be achieved through increases in energy efficiency
- Measures must have a useful life of at least 10 years
- Installed measures must exceed minimum equipment efficiency standards
   
Sponsor Participation Process
- Register to participate as a Project Sponsor using TrakSmart
- Use TrakSmart to develop and submit an Initial Application and reserve funding for your project
- Enter into a Standard Agreement with CenterPoint Energy and submit an application deposit and notarized Letter of Intent
- Use TrakSmart to submit a Final Application
- Install proposed measures
- Use TrakSmart to submit an Installation Report and request an initial payment
- Use TrakSmart to submit a Savings Report and request the final payment
   
Incentives
- $198 per kW reduction and $.068 per kWh saved
- Initial payment of 40% will be made after measures have been installed and inspected
- Final payment of up to 60% will be made upon approval of Savings Report
- Projects with 65% or more of their savings achieved through lighting measures will receive a reduced incentive
- Projects with load factors over 100% will receive a reduced incentive
 
Measurement and Verification (M&V)
- Project Sponsors are responsible for conducting all project M&V

M&V approaches can be classified according to their relative level of detail and rigor; this program involves three distinct approaches:

  • Deemed - predetermined energy savings values for particular applications
  • Simple M&V - energy savings are based on typical equipment characteristics and some short-term testing or simple metering
  • Full M&V - requires project-specific plan developed in accordance with International Performance Measurement and Verification Protocol
